Mr. President. I come from a magnificent State. California. I was born there. My father was born there. My grandfather was an immigrant to California. back in the goldrush days. over 100 years ago. Often I listened to my late father talk about the artesian wells which were in evidence over the countryside. in his day. particularly in the southern part of California. They are all gone now. In the early days of this rapidly expanding semiarid area. water was no problem. But today it is a problem. It is a deadly serious problem for the 14 million people who now make California their home.
