Mr. President. concern has been expressed over the recent incident concerning the deportation of William Heikkila under circumstances that were unfortunately reminiscent of practices in Communist and Fascist countries. It is true that subsequent Information about this case has done much to explain if not to vindicate the -action of the United States Immigration Service officials. But nothing can erase the bad flavor which their clumsy and heavyhanded treatment of this case has left with us--and unfortunately with too many of the other people of the world. There is one most basic and fundamental difference between our American way of life. which we share with other free peoples. and the way of the totalitarian dictatorships. whether they be Communist or Fascist or any other kind of absolutism.
