Insofar as the States are concerned. there is nothing in the report to indicate that any of them have adopted any such procedure as this. I am sure that the State Department. ICA or some other agency pays the tuition of exchange students who attend American colleges and universities. But I know of no State that completely underwrites the tuition of foreign students who come to this country apparently prepared to pay their own costs of education.
