While we thus strain at gnats or worse in our examination of Executive interference with .the other agencies we swallow camels with all their gnat attendants so far as the Tariff Commission is concerned. Immediately it is said that the Tariff Commissions field is different. What it does affects foreign relations. That is true. but other laws and their administration also affect foreign relations and yet we do not throw the administration of these laws into the hands of the President and thence into an international pot stirred by 36 foreign hands. What. for example. about our immigration laws? Should we leave them to the State Department too? Why should we not leave this question to State Department negotiations with other countries?
