President. it was my privilege to sponsor legislation last year. that has since been enacted into law. which provides for the admittance of orphan children up to 14 years of age who have been or will be adopted by American families. These homeless orphans who have been adopted by American families have come from many countries of the world. Under the provisions of Public Law 85316 which provides for the admission of orphan children. the special nonquota immigrant visa must be issued on or before June 30. 1959. I do not anticipate any difficulties in obtaining a renewal of legislation providing for the admission of orphan children. but it is my hope that the new legislation will take effect promptly so that there will not be a period of time when orphan children adopted by American families will not be able to enter our country. Last year there was a 7month delay which forced great hardship on many American families and their adopted children and many hundreds of private orphan bills were introduced in the Congress.
