The end purpose of any settlement of course. must be to get full Arab recognition that Israel is here to stay. But the Israelis. I think. must face up to the fact that they bear a major responsibility for the 927.000 Arab refugees. They have to make an unconditional offer to take the refugees back. Now I do not believe that such an offer would cost Israel a great deal. the refugeeslike other Arabs have come to realizeespecially since the Israeli invasion of Egypt that Israel is strong and cannot be wiped out. I think that only a small portion of themeven those who owned property in Palestine would want to. return to Israel in order to become secondclass Israeli citizens. Most of them would probably accept compensation which will have to be provided and would be willing to seek a new life elsewhere.
