Mr. Secretary. since you and the President have stated that this resolution does not deal with the peaceful solution of the critical problems in this area. for example. (1) settlement of international use and operation of the Suez Canal. (2) establishment of a Just peace between Israel and the Arab nations. including settlement of a refugee program. and so forth. and since it does not deal with indirect aggression. does not this resolution almost secure the position of the U. S. S. R. in the Middle East rather than displacing her. by almost guaranteeing the status quo. which we are all against?
