Speaker. I wholeheartedly support the purposes of this bill. This is not the time to stress its omissions in relation to existing immigration law. but rather to look at its merits. as far as they go. To say that I approve of this bill is not to say that I would not have wished to have gone beyond the scope it presently embraces. it is not to say that agreement on this bill bars any effort to try to go further. particularly with reference to a revision of our national origins quota system which this bill does not touch. As I view this bill. I find the purpose behind it both humanitarian and in the best interest of the United States.
