Mr. Speaker. I yield myself 10 minutes. Mr. Speaker. before discussing S. 2792. I feel I must register emphatic protest against the manner in which this immigration legislation has been handled. A complicated matter such as this should never come before us under the restrictive practices inherent in proceedings under suspension of the rules. There is no adequate debate. No opportunity is afforded for amendment. There is no chance for a motion to recommit. We are faced with a takeitorleaveit proposition. There are many points of view on this important subject. There are many persons and organizations who desire to be heard. both pro and con.
