When the Senator from Ohio uses the word "legalize." we are likely to become involved in difficulty. I may not be able to answer that particular question. because it is not yet certainaccording to some of those who have been working for years on proposed legislation in this fieldwhether there was full authority to have those 27.000 persons admitted to the United States under the parolee clause of the Immigration Act of 1952. However. they have been admitted to the United States. and the presumption is that they were admitted legally. In order to enable them to become citizens of the United States. additional legislation must be enacted in order to regularize their admission. I would not use the word "legalize." because that would put them in position where their present status would be open to question.
