Mr. President. there is an urgent need for revision of our immigration laws. and of vital concern is the need for legislation to admit orphan children who have been adopted by American families. At the present time. adopted orphan children from Italy. Greece. the Far East. and other countries with relatively small immigration quotas cannot be admitted to the United States except by private legislation. I am advised that nearly 500 private orphan bills have been introduced. and this represents almost 5 percent of the total number of bills introduced in Congress. Private legislation. with its long delay. and the consumption of vital Congressional time. does not provide a suitable remedy.
