For that. if for no other reason. the measure presently before this body. H. R. 6127. is unworthy of consideration by men sworn to uphold and protect the constitutional rights of all citizens. The civil rights of the American people are guaranteed by the Constitution and the Bill of Rights. and apply equally to all American citizens. native or naturalized. Their enjoyment is not dependent upon race. color. religion. national origin. or any other factor except citizenship. These rights are firmly imbedded in the Constitution.
