Mr. Chairman. yesterday the gentleman from Pennsylvania [Mr. WALTERI spoke of migrations of peoples and the aid given thereto of the Intergovernmental Committee on European Migration and the urgent need to help South American countries to increase their populations through European emigration. I would like to point out. and I am sure Mr. WALTER Will agree. that the lack of cooperation of ICA has been one of the major factors in the lack of effective resettlement programs in South America. Having been in South America and having spent some time on this subject. and having conferred with presidents and foreign ministers and others having to do with resettlement in various countries In South America.
