Mr. Speaker. today I introduced H. R. 8454. a bill to create a Selective Immigration Board. For some time there has been a strong controversy over our immigration policy and the laws that apply thereto. In this controversy there are those who insist that no change at all can be made in either our immigration policy or our immigration laws. At the other extreme are those who want to repeal practically all the immigration laws on the statute books and make a completely new start in that field. My bill seeks neither of these objectives. All it seeks is a fair trial over a limited period of time of a new and selective method for the distribution of authorized but unused quota numbers.
