Due to inadequate food and water. summer heat. and lack of medicines. these undernourished children may not live through the summer. Mr. President. I have been advised by the Immigration and Naturalization Service that more than 321 private bills have been introduced in the Congress to admit 381 children already adopted by American families. I do not believe that we want the death of some of these children on our conscience. Last week I told the Senate of a most pressing military aspect of this problem. namely. that many military families stationed abroad have adopted orphan children and these children have become a part of the family.
