We must be prepared with measures and programs to cope with a future outbreak. including the establishment of a clearly defined satellite refugee program. In section 2 of the measure the President is called upon. through the United States Representative to the United Nations. Ambassador Lodge. to request at once. upon the adoption of this resolution. the convening of a special session of the United Nations General Assembly.
