Mr. President. the question becomes one of whether we are satisfied that the amount we are allowing in the first instance is enough to let the President get started In handling an emergency. The Hungarian refugee problem has been referred to as an example. Mr. President. does anyone think that $100 million was not enough to permit a start to be made in handling the Hungarian refugee problem? Does anyone believe that amount was not sufficient to permit the President to get started until Congress could provide more money? It was said that perhaps the President had already used a part of the money. but if he had $10 million left in the special fund. it would have been enough to get started with.
