I call this measure "the family reunification immigration bill." One of the basic tenets of our immigration policy and immigration laws throughout the years has always been the principle of uniting families. It is logical and humanitarian. It makes for better citizenship. It makes sense. I am not the original author of this bill. That credit belongs to our distinguished colleague from Pennsylvania. the Honorable FRANCIS E. WALTER. who is the chairman of the House Immigration Subcommittee. His bill is based on the traditional American principle of uniting families. In introducing this measure. our colleague has shown that he possesses a keen understanding of the problems and devotion to the best ideals in American life.
