Mr. President. the acknowledged success which the opponents of civilrights legislation have had to date is costing the Ammican people and our Nation dearly. Not only has it prolonged injustice for millions of Negroes and members of other minority groups here at home. but it has slowed down other vital proposed legislation. such as the schoolconstruction bill and the consideration of more liberal immigration measures. Perhaps most important at this juncture in world affairs. it clouds our moral credentials and standing among free and uncommitted peoples of the world. particularly the threefourths of the worlds population who are colored. On Sunday.
