I would ask my distinguished friend whether in speaking. as he did. so favorably of Mr. McLeods administration of the Refugee Actwhich in the end was a successhe was aware of the fact that when Mr. McLeod was removed from control of the administration. the administration of the act was on the verge of collapsing. and it was only because others were put in charge that they were able to admit before the deadline the vast majorityalthough not allof the refugees who were authorized to enter the United States under the provisions of that act.
