President. I applaud the Departments strong endorsement of the purposes of this bill. In part. it is to me recognition of the fact that in the world there are explosive situations which are outside the Communist sphere. and that it would be in our national interest to accept refugees from certain of these areas. The outbreak of racial or religious persecution would always be a matter of utmost concern to Americans. The 5.000 escapees a year who could be permitted entry under our bill would come out of the approximately 68.000 escapees from behind the Iron Curtain. including Hungarians. who would be benefited by the Presidents proposals.
