I sincerely commend the distinguished minority leader for his forthright leadership upon the civilrights Issue in this Chamber. Without a change in the Senate rules. which is one of the ornaments of this body. to make it possible to end filibusters. the prospects for civilrights action in Congress are greatly jeopardized. Todays Republicanism backs an immigration policy consistent with the needs of the antiCommunist struggle and our freeworld leadership. The President has sent his recommendations to Congress on that subject. I am deeply convinced that the very same millions of our citizens who are interested in the most economy possible in the budget and the lowest possible taxes are at the same time equally interested in all of the things that the Government proposes to do in the budget.
