The proposed legislation provides that whenever the President finds that it would be in the best interests of the United States to permit the prompt entry of escapees. he may direct the Attorney General to admit refugees who are within the limits of any country which is neither Communist. Communist dominated. nor Communist occupied. The bill limits the number of escapees who may enter in any year to approximately 77.000 and defines escapee as an alien who has fled any Communistdominated area or from a country in the Middle East because of racial. religious. or political persecution.
