Mr. President. on January 25th. I introduced. for myself and my distinguished colleague from Oregon . the "orphan bill." to reinstate the orphan provisions of the expired Refugee Relief Act and to admit to our country up to 10.000 orphans who have been or will be adopted by American families. In my speech I called attention to the need for prompt action because many orphans already adopted by American families cannot now be admitted. as the fourth preference quotas are oversubscribed and a long waiting period results. The chairman of the Senate Judiciary Committee promptly wrote on January 30 to the Secretary of State and the Attorney General. requesting reports on my bill from their two executive agencies.
