I think it should be brought out that what we are considering here is not whether our contribution should be no more than 331/3 percent. The minority leader has brought out the fact that in the field of technical assistance. we pay up to 60 percent. The Senator from Utah IMr. WATKINS] has brought out the fact that in the refugee matter we are paying 70 percent of the cost. The Senator knows that so far as the Senate as a whole is concerned. it is believed that our contribution should not be more than 331/3 percent. But what we are faced with here is a condition in life and a perilous and difficult situation which we have got to recognize sooner or later.
