Mrs. Jahnke. an epileptic. would have been excluded from the United States because section 212 (a) (4) of the Immigration and Nationality Act. had not the special Wiley billS. 2104been enacted to permit her admission. The fact that Congress passed that law. the fact that the President signed the law. is in my judgment. ample confirmation of the soundness of the more general legislation proposed today. What we permitted in one case. we should now permit as a matter of general policy. namely. a fair break for otherwise qualified epileptics.
