I have just heard the distinguished Senators statement that one of his objections to the resolution is that it will give the impression that it accomplishes something. when. in fact. it does not. according to the Senator. The Senator has illustrated by saying that a basic problem is the settlement of the ArabIsraeli question. and argues the resolution does nothing toward its settlement. I wish to ask the Senator if that part of the resolution which would provide the President with authority to use economic aid would not give an opportunity to move toward a resolution of the issues between the Arab States and Israel. I name some avenues through which such an approach might be made: The settlement of the refugee problem. the development of the Jordan Riverand there are others. Is it not a fact that authority to use economic aid would provide an opportunity to begin negotiations and to make advances toward the settlement of these problems and others which do affect ArabIsraeli relations?
