Chairman and members of the Committee. as I understand it the Appropriations Committee struck out President Eisenhowers supplementary budget request of $67.500 to reestablish immediately 24hour quarantine service for the shipping industry. Three years ago the Congress passed H. R. 6253. a bill I introduced to allow health officers to receive overtime paythe same as customs and immigration officials. At that time the President was instituting a general study of overtime rates of pay of Federal employees. so. although he stated the bill had merit. he vetoed it. Under existing operations. any ship arriving from a foreign port after 5 p. m. has had to anchor and wait until the next morning before it could clear quarantine and dock.
