It might be budgetary assistance to some of those countries which are suffering from loss of revenues. It might be used to continue economic or development projects already authorized for the fiscal year 1957 but which were discontinued because of the trouble in that area and we had to pull out our working missions. It might be used for canal clearance or refugee relocation or for other emergency things. It might be used for special projects which are yet unspecified and not even in memo form in the project department of the Department of State. We might not find out about them until after they have had time to see exactly what the particular situation is and what is to be done about it.
