Mr. Speaker. I wish to direct the attention of my colleagues to the letter which I have received from Mr. Jerry Davis. a former classmate of mine at Morris Harvey College. who is now studying on a Fulbright fellowship in Vienna. In his letter Mr. Davis gives the following graphic account of the Hungarian refugees: AUSTRIA. January 16. 1957. DEAR REPRESENTATIVE BYRD: May I congratulate you on your reelection and wish you the best of success in the 2 years to come? May I also presume to discuss with you something that has been constantly in my attention in recent months?
