Of course. if we could get legislation through the House. that is one thing. we could try. but it would take weeks and perhaps months to do it. I think something has been accomplished. I think the cotton textile industry now will agree that under this arrangement something has been accomplished. Without a quota system and with an increased tariff there still would be nothing much to prevent the Japanese making an arrangement and still send enormous quantities of cotton textiles and velveteens into the country. But I do think that speed. expedition in making some sort of an arrangement is essential.
