This is not to say that a restatement of our determination to resist Communist military aggression should not be made. It may very well be helpful. However. the real tough problems to which our policy should be directed are the Suez Canal. the ArabIsrael issue. the plight of the Arab refugees and their resettlement. and. to be sure. the economic needs of the people of the area. I concur with your view that many of these problems can best be attacked working through the United Nations. Surely economic development in the Middle East is one that requires regional planning and the use of regional resources.
