The subcommittee. therefore. found that there did not appear to be any immediate need for Federal legislation. However. the subcommittee concluded that the economic pressure exerted by the Shubert organization in this instance was subject to criticism in that it must be recognized that such measures do in fact operate to limit freedom of expression as it has traditionally been recognized in the United States. and it is this freedom of expression which is protected from governmental interference by the guaranties of the Constitution. In addition to the bulk of public legislation. it is altogether proper that we direct attention to the number of private bills which were referred to this committee: 3.827 immigration bills and 1.C59 claims bills. giving a total of 4.886 private bills. It must be emphasized that each one of these bills. though private. requires active consideration in the same measure as do many of the public bills before the committee. Reports are requested. hearings are held. subcommittee deliberation and full committee deliberation are in order for each individual bill. and the appropriate report is filed.
