I appreciate the cooperation of the majority leader. I regret that the chairman of the Committee on the Judiciary. who is a member of the majority leaders party. did not get the information with respect to the Dirksen substitute. I tried to talk to the members of the Subcommittee on Immigration on this side of the aisle. I did not feel I had the assignment to talk to anyone on the other side of the aisle. except in a general way. The substitute was worked out under the direction of one of the staff members of the Majority Policy Committee. with whom I have conferred a great deal. Members of the staff of the Subcommittee on Immigration also helped in the work.
