Anyone who knows the situation in the Judiciary Committee knows that there was very little opportunity to have it considered. Mr. President. I voted for the Immigration and Nationality Act of 1952. known as the McCarranWalter Act. That act has been on the books since 1952. Experience within the operation of the law has revealed the necessity for some modifications. Our place in the world as the leader of the free nations has also indicated that some changes in it would seem to be desirable. However. I believe it is sound policy to consider the needs of our own country first. and then to legislate in accordance with those needs.
