Section 2 is commonly referred to as the "loaf of bread" section. That simply means this: What is a felony in a foreign country might be a misdemeanor here. But if it is a felony under foreign law. it would preclude anyone from coming into the United States. This section provides that the case shall be decided on the basis of what our law defines as a felony or a misdemeanor. and if there has been a misdemeanor. such as a traffic violation. it would not stand in the way of issuance of a visa to someone who might make application in a foreign country.
