I am a realist. and I am sensible of the fact that there are certain things the House of Representatives will accept. and there are certain things the House of Representatives will not accept. So the question is. Should we. in our efforts to get a whole loaf. finally reject any bread if we can get it? Mr. President. I shall not let the figures stand in the way. I know that an argument can be made on figures on the Nationality Act and on the Refugee Relief Act. But I am also sensible of the fact that there are some human values involved. and I wish to be helpful. if I can. The distinguished Senator from Utah has at one time or another offered the Presidents program.
