Session #84 · 1955–57

Speech #840233346

Finally. we come to two major differencesthe most vital differencesbetween S. 1794 and the Watkins bill. S. 2113. . These two differences pertain in the first place to the administrative setup. and in the second place to the use of unused visa numbers under the program. My bill proposes that the present provision of the law dealing with the administration of the programa legislative monstrosity. in my Judgmentbe changed to make the Administrator of the program responsible directly to the Secretary of State and only to him. and to free the Administrator from subservience to any bureau in the State Department. At the present time. under the present law. it is required that the Administrator be the Director of the Bureau of Security and Consular Affairsan incredible confusion of functions. The Director of the Bureau of Security and Consular Affairs has enough to do. His is a police and review function. The Administrator of the refugee program should have no other job and no other responsibility. His is a humanitarian mission. not a police function. I strongly urge upon this subcommittee the approval of my section 10. which sets up the Administrator of this program in direct line of responsibility to the Secretary of State.
