It also provides authority for the transfer of surplus foodstuffs to American voluntary agencies. together with funds to cover the ocean transportation costs of moving these foods to foreign countries. It is this latter authority which is unique and which. I believe. opens the way to the accomplishment of a great deal of good throughout the world. Last fall. during an inspection of the refugee problem in the Far East. I had the opportunity to see first hand the manner in which the American voluntary agencies were taking advantage of this law to advance American prestige in Asia. It is a wellknown fact that a long series of Communist aggressions and tyrannies. instigated by the Russian despots. have caused great human sufferings among the people of Asia.
