It is this latter authority which is unique and which. I believe. opens the way to the accomplishment of a great deal of good throughout the world. Last fall. during an inspection of the refugee problem in the Far East. I had the opportunity to see first hand the manner in which the American voluntary agencies were taking advantage of this law to advance American prestige in Asia. It is a wellknown fact that a long series of Communist aggressions and tyrannies. instigated by the Russian despots. have caused great human sufferings among the people of Asia.
