There has been some question apparently with regard to the language of the act. sec. tion 201. which provides: In order to enable the President to furnish emergency assistance on behalf of the people of the United States to friendly peoples in meeting famine or other urgent relief requirements. the Commodity Credit Corporation shall make available to the President out of its stocks such surplus agricultural commoditiesAnd so forth. I propose to insert the two words "or extraordinary" after the word "urgent" as it appears in this particular section in two places. The idea being that there is some question as to whether or not these foods can be used for the relief of refugees except on an immediately urgent basis. There are many of them in the Arab world and other places in the world that are in need of food that we now have in storage. I do not know that there is any objection to the amendment.
