The bill which I have presented in the form of an amendment in the nature of a substitute was originally introduced by me and 12 cosponsors last year. It is comprehensive. thorough. and full. It includes not only the improvements covered by the recommendations made by the President. but many other vital issues connected with immigration. naturalization. and citizenship. It covers the issuance of visas by our consular officers. I point out that the consular officers have complete and full discretion as to how they will issue visas. and to whom. Not even the Secretary of State or the President of the United States can reverse the decision of a consular officer with regard to the issuance of visas. The bill covers many injustices and inequalities in connection with the deportation of men and women who have lived in this country for years. I remember the case of an Englishman who had come over here 40 years ago. He married an American woman. and they had several children.
