The 4 years of experience we have had with it have been 4 years of sad experience. The press has been full of stories about injustices occurring all over the world as a result of the McCarranWalter Act. and our offices have been full of petitions for the introduction of private bills to relieve various individuals of just some of the hardships imposed by this unjust and discriminatory law. Never have we had to consider so many private immigration bills. Never have we passed as many private immigration bills as we have passed in this Congress. In this election year President Eisenhower recommended substantial changes in the McCarranWalter Act. Early in this Congress. as in the last Congress.
