Mr. President. next September. Dr. Thomas Dooley. who as a Navy doctor rendered such outstanding services and assistance in caring for the ill and the needy refugees from North Vietnam will undertake a private mission to Laos. In the words of Dr. Dooley: The future of Laos is shrouded in a mantle of uncertainty heavier to pierce than that associated with any of the other newly independent countries of Asia. Rather than curse the darkness. perhaps we can light a few candles. He is not going to Laos as a naval officer. However. he is taking with him his old naval quartet. which did such valuable work in North Vietnam.
