There is a widespread feeling that any degree of Federal control over education would be dangerous. No one has ever enunciated any practical method of providing Federal funds without some scintilla of authority or administration. 17. There are other welldefined responsibilities and activities of the Federal Government. such as national defense. the Post Office Department. and the Immigration and Naturalization Service. to name but a few which require all of the foreseeable Federal funds that are likely to be available. 18. If Federal aid is predicated on the determination of necessity of local school districts or systems. who will establish the criteria of need and formulas of distribution? What agency will determine which are needy and who gets what?
