President. we are faced with a situation in which we close the barn door after the horse is stolen. Relief. when and if it comes as the result of an escapeclause investigation. does not replace the sales lost by the domestic industry. does not buy back plants which have been liquidated because of production curtailment. and does not put money back into the pocket of the textile worker who has been working a 4day week or who has been put off the payroll for a week. The amendment now pending before the Senate will not legislate a permanent quota restriction. It will. however. curb the inflow of textile imports. pending a full review of the situation. when imports have passed a specified point. In other words. the amendment will protect the horse. in the face of an apparent danger. until the competent authorities can determine whether the danger is real.
