This support was extremely important when it is remembered that it represented. with its membership of 20 states. onethird of the then 60 members of the United Nations. While I feel it Is essential that we consider carefully United States relations with peoples in other areas of the world. it is essential that we not do so at the risk of forgetting our own neighbors to the south. The authorizations in the bill for the United Nations Refugee Fund. the United States escapee program. and the United Nations Childrens Fund surely are highly justified in any program of mutual security. In this bill the committee has substantially broadened the privateenterprise provisions of the mutualsecurity program. This is a clear recognition that United States private enterprise has a definite place in the foreign policy of the United States. a place which must be strengthened. for in the long run it can reduce the necessity for huge grantsinaid and thus reduce the drain on the American taxpayer.
