Mr. President. the second part of the amendment. stating that no offer by any country shall be rejected until the details of such offer shall have been reported to Congress. makes Congress the arbiter of every proposed deal where there may be a little difference of opinion as to the price. I do not believe Congress wants to make the determination of whether an offer for the purchase of rice from some Asiatic country. which might involve a great many technical details. shall be accepted or not. I do not believe we want to place Congress in that position. Why should we instruct the Secretary to do what he is already doing?
