William G. Lias to operate the Wheeling Downs racetrack as a part of the receivership for the United States Government. The Government operating a racetrack having as its managers two tax delinquentsone a former racketeer. owing the Government over $2/2 million and currently being charged as an undesirable alien. and the other owing the Government over $1 million and actually under a pending prison sentence at the time of his employment. The Treasury Department disclaims any responsibility for the employment of these individuals on the basis that after the receivership was appointed the responsibility rested with the Department of Justice. The Department of Justice claims that the naming of the receivers was the responsibility of the Federal court. and that the selection of the personnel was then the responsibility of the receivers.
