Some of them will underbid the wage scale of the contractor who has contruction adjoining him. Maybe one contractor will take 10 miles. another 20 miles. a third 5 miles. Just imagine what turmoil there would be if we did not have some kind of formula like the DavisBacon Act to compel contractors to pay the prevailing wage. In my district we have thousands of wetbacks and other immigrant labor who would be glad to work for a few dollars a day. This work will last for the next 15 years. If unemployment should become general a low wage State might lose its highway labor to an adjoining high wage State.
