Nevertheless. in the Committee on Foreign Relations without any hearings we recently doubled those fees which are retained by local and State court officials handling passport matters. The State Department on that occasion objected to the increase in fees. Yet the bill was reported by the committee and was passed by the Senate. In the same committee where the present bill originates. the Committee on Government Operations. one reorganization bill after another. of a technical nature. has been considered without hearings and reported by the committee to the Senate. If the bill involved a great policy matter. for example. a revision of the immigration laws or the Refugee Act. I would say there should be hearings. The State Department was consulted.
